Inside Record-Breaking Federal Clean Energy Procurement
Constellation, America's largest producer of clean, emissions-free energy, has secured more than US$1bn in contracts from the US General Services Administration (GSA).
The agreement marks the largest federal clean energy procurement in GSA's history and spans the supply of carbon-free power to more than 13 government agencies and the implementation of energy conservation measures across key facilities.
Constellation's role in this deal exemplifies its position at the forefront of sustainable energy solutions in the United States. With its extensive nuclear, hydro, wind and solar resources, the company supports large-scale energy transitions while advancing its ambitious carbon-free goals.
Expanding federal energy supply
Under a landmark 10-year, US$840m contract, Constellation will provide the GSA with more than one million megawatt hours (MWh) annually starting in 2025. This energy, a mix of clean and emissions-free power, will be used by various agencies including the Department of Veterans Affairs, the National Archives and the National Park Service among others.
To meet this demand, Constellation plans to invest in plant upgrades, known as “uprates,” to boost the output of its existing clean energy infrastructure.
The scope of this contract spans several states, including Illinois, Maryland, New Jersey, Pennsylvania and Ohio. The energy supplied will support critical operations for agencies such as the US Mint, the Federal Bureau of Prisons and even public transportation through the Washington Metropolitan Area Transit Authority.
This significant procurement aligns with the federal government’s broader commitment to reducing emissions and transitioning to sustainable energy sources.
“For many decades, Constellation’s nuclear fleet has provided carbon-free, reliable, American-made energy to millions of families and institutions,” comments Joe Dominguez, Constellation President and CEO.
“Frustratingly, however, nuclear energy was excluded from many corporate and government sustainable energy procurements. Not anymore. This agreement is another powerful example of how things have changed. Under this agreement, the United States government joins Microsoft and other entities to support continued investment in reliable nuclear energy that will allow Constellation to relicense and extend the lives of these critical assets.
"In combination with the Crane restart announced previously, Constellation and its partners will add approximately 1,100 MWs of 24/7 clean energy by 2028, enough energy to power over one million homes.”
Transforming energy efficiency in federal buildings
Beyond supplying clean energy, Constellation has been awarded a US$172m Energy Savings Performance Contract to enhance energy efficiency at five GSA-owned facilities in the National Capital Region.
The upgrades focus on energy conservation technologies and building retrofits that will cut emissions, save costs and modernise infrastructure.
The targeted buildings, including the Elijah Barrett Prettyman US Courthouse and the Wilbur Wright Federal Building, will benefit from measures such as:
- LED lighting installation
- Weatherisation improvements
- Window upgrades
- HVAC system overhauls
A particularly transformative aspect of this project is the shift from steam to electric heating systems in four Washington, DC, facilities.
By installing electric boilers and heat pumps, these upgrades represent some of the most impactful energy-saving initiatives in the project. The move not only reduces emissions but also positions these federal buildings as models for energy efficiency in urban settings.
This historic procurement locks in a cost-competitive, reliable supply of nuclear energy over a 10-year period, accelerating progress toward a carbon-free energy future while protecting taxpayers against future price hikes.

Looking ahead: Construction and training
The construction phase for these upgrades begins this month and will extend over approximately 42 months.
Alongside the physical improvements, Constellation will deliver preventive maintenance services and train GSA staff to optimise the long-term efficiency of these systems. This integrated approach ensures the facilities maintain peak performance while supporting broader federal sustainability goals.
Constellation’s leadership in securing and executing these contracts highlights its unique ability to meet complex energy needs while advancing the nation's carbon-free future. With nearly 90% of its energy generation already carbon-free and a goal of achieving 100% carbon-free operations by 2040, Constellation continues to push the boundaries of what clean energy solutions can achieve.
