Siemens Mobility's US$60m investment in New York facility signals shift towards localised production for transport infrastructure projects

In a move set to revolutionise the American manufacturing landscape, Siemens Mobility has announced plans to establish North America's first high-speed rail production facility in Horseheads, New York.

This US$60 million investment is poised to create a robust domestic supply chain for the burgeoning high-speed rail sector in the United States.

The nearly 300,000 square foot facility will be dedicated to producing the American Pioneer 220, the country's inaugural high-speed train.

This development marks a significant shift in procurement strategies for major infrastructure projects, emphasising localised production and potentially reshaping supply chain dynamics across the transport manufacturing industry.

"The beginning of a brand-new industry"

Michael Peter, CEO of Siemens Mobility, adds: “This is an exciting time not only for us at Siemens Mobility but for the rail industry as a whole.

“This new facility in Horseheads, New York, marks the beginning of a brand-new industry in the USA – bringing both high-speed rail production and some of the world’s most modern trains to the continent for the first time.

"Designed with the latest digital twin technology and leveraging world-class digital rail solutions, the New York-built American Pioneer 220s feature cutting-edge advancements, including a revolutionary gearless propulsion system that reduces energy consumption by 30% and allows it to climb effortlessly at steep grades.”

This train is an ultrawide body train that prioritises accessibility and sustainability, enabling wheelchairs to seamlessly move from car to car throughout the entire train set.

With high-speed internet connectivity and large, comfortable trains, commuters and leisure passengers alike will travel in comfort and style.

The first-of-its-kind lounge, ‘party car’ will allow passengers to relax, enjoying a beverage and views of the desert in a true passenger experience.

US Senate Majority Leader Chuck Schumer highlighted the region's suitability for this venture: "Upstate New York is unmatched in rail car manufacturing capabilities, with a deep proud history pioneering the rail industry and a community that is excited to get to work building America's future."

A significant opportunity for localised sourcing

The facility is expected to generate nearly 300 jobs across various specialities, including manufacturing, engineering, quality control and test management.

This influx of skilled positions could potentially catalyse further growth in related industries and support services, creating a ripple effect throughout the regional economy.

From a procurement perspective, the establishment of this facility represents a significant opportunity for localised sourcing and potential cost reductions in the long term.

By manufacturing high-speed rail components domestically, project managers may benefit from reduced lead times, lower transportation costs and increased flexibility in responding to design changes or production issues.

"Compete with the best in the world"

Michael Reininger, CEO of Brightline, emphasised the global competitiveness of this new manufacturing capability: "For the first time ever in the US we will be manufacturing trains that will compete with the best in the world.

"Reaching speeds of over 300 km/h, these trains will be marked by the latest innovations designed for the modern traveller and establishing a new benchmark in transportation."

The American Pioneer 220 train sets, designed for the Brightline West project connecting Las Vegas and Southern California, showcase advanced features that could set new standards for rail procurement specifications.

The train's ultrawide body design prioritises accessibility, while its gearless propulsion system promises a 30% reduction in energy consumption — factors that may influence future tender requirements for similar projects.

Siemens Mobility's substantial investment in the US market—US$3bn over the past four years—signals a long-term commitment to domestic production.

This strategy could provide procurement professionals with a stable, local supply chain for high-tech rail components, potentially mitigating risks associated with global supply chain disruptions.

Full steam ahead

As production at the Horseheads facility is slated to commence in 2026, procurement teams in the transport and infrastructure sectors should begin considering how this development might influence their long-term sourcing strategies.

The creation of a domestic high-speed rail manufacturing capability could lead to increased competition among suppliers, potentially driving innovation and cost efficiencies in the market.

The ripple effects of this investment may extend beyond the rail industry.

Chuck adds: "It's full steam ahead for America's high-speed rail future, with every stop powered by union workers here in Upstate NY."

This emphasis on domestic production and skilled labour could set a precedent for other large-scale infrastructure projects, potentially reshaping procurement practices across various sectors.

For procurement professionals, the establishment of this facility represents not just a new supplier in the market, but a shift towards a more localised, potentially more resilient supply chain for major infrastructure projects.

As the US embarks on this new era of high-speed rail manufacturing, the procurement landscape in the transport sector is likely to evolve, presenting both challenges and opportunities for those tasked with sourcing and supply chain management.
