The UK is set to invest in a modernised Emergency Services Network for first responders, calling on the expertise of IBM and Ericsson to implement it

The United Kingdom is at the forefront of a major technological shift in emergency response systems. The introduction of the Emergency Services Network (ESN) marks a significant milestone in modernising the communication infrastructure for police, fire services, and ambulance trusts throughout Great Britain.

This initiative, championed by the Home Office with the collaboration of Ericsson and IBM UK, aims to replace the outdated Airwave system and dramatically improve the capabilities of emergency personnel.

This project follows on from the announcement of the government's Plan for Change, which seeks to improve national security and public safety.

“This government is working tirelessly to support this project, making sure it is delivered in a timely and cost-effective manner, and IBM will be an important part of bringing the Emergency Services Network online,” explains Dame Diana Johnson, Minister for Policing, Fire and Crime Prevention for the UK government.

The plans to revolutionise Britain's first responder communications

At the heart of this transformative project is the ambition to equip over 300,000 emergency workers with tools like live data sharing, imagery and precise location reporting.

These enhancements are expected to dramatically boost the effectiveness of public safety services. The ESN is not merely an upgrade; it is a comprehensive rethinking of how emergency services communicate and coordinate during incidents.

Ericsson and IBM are leading the charge in this revolutionary move. Ericsson brings to the table its robust Core Network and expertise in Business and Operations Support Systems, providing a secure and resilient platform. ​​​​​​​

On the other hand, IBM will handle the design, build, and integration of the ESN platform as the User Services supplier. This collaboration is poised to streamline communication across various emergency services, allowing for real-time coordination and response.

The ESN will also incorporate a dedicated dual 4G/5G standalone mobile core network, ensuring faster and more reliable communications. This technological infusion is key to enabling emergency personnel to act quickly and effectively in critical situations, potentially saving numerous lives.

Better collaboration, better safety

IBM's Managing Partner for the UK and Ireland, Rahul Kalia, highlights the importance of a collective effort in this endeavour.

“We are proud to support the Emergency Services Network in delivering a secure and resilient communications platform to empower frontline emergency services,” he says.

“Working with our ecosystem partners, we will deliver mission-critical services for first responders to enhance safety in our communities across Great Britain.”

The power of the new ESN lies in its ability to allow emergency services to seamlessly share crucial information such as video feeds and location data in real-time.

This capability facilitates a coordinated approach to handling emergencies, a strategy that has seen success in countries like the USA, Canada and South Korea, where similar systems are already in place.

Overcoming the challenges of modernisation

Despite the apparent benefits, transitioning to the ESN is fraught with challenges. The shift from the TETRA-based Airwave system, which has been operational since the early 2000s, to a more sophisticated network requires careful planning to avoid any disruption in services.

Concerns about the cost and timeframe of the project also loom, with the initial contract extending until the end of 2031, highlighting the project's extensive scope and complexity.

Nevertheless, the potential advantages are immense. The ESN will enable faster decision-making and enhanced situational awareness for emergency responders, aligning with the government's broader goals of public service modernization and community safety enhancement.
